On 16 June 2026, at the Eurosatory 2026 defense exhibition in Paris, International Security Cluster joined six European partners in signing a Memorandum of Understanding (MoU) establishing EIDS – European Interclustering for Defense and Security.
EIDS unites seven defense and security clusters from seven countries:
- Clúster de la Industria de Defensa (Spain)
- VEX / DIAH (Hungary)
- Dual Use Cluster (Romania)
- EDEN (France)
- GSW Netzwerk e.V (Germany)
- International Security Cluster (Lithuania)
- Ukrainian Central Defense Cluster (Ukraine)
The Memorandum covers activities related to cooperation between the clusters’ member companies: a framework for collaborative projects, the exchange of best practices, and the internationalization of members – SMEs, startups and research centers. The shared goal is to strengthen members’ competitiveness in the international defense industry and dual-use products market.
Key areas of cooperation:
- Networking – B2B meetings, technical webinars and joint business development missions;
- Strategic monitoring – sharing unclassified information on national, European and NATO capability requirements and related funding opportunities;
- Export support – helping members navigate local regulations and defense procurement procedures;
- Cross-sector innovation – combining complementary technological building blocks into consortia to respond to calls for proposals.
The network operates on a decentralized, horizontal basis: all clusters are equal partners, with governance built on shared responsibility and initiative. The MoU runs for an initial term of three years.
